..To those of you that have participated in BAP programs... When determining if a submission is accepted are points given for the different color forms of a species?...Or will points be given for each different color form?

I never participated, but here is an excerpt from the Milwaukee Aquarium Society rules that I think answers your question.

"All effort must be made to register fish on the "Spawning Report" by their current scientific name. Points will be awarded only once for any species, regardless of variety, finnage or color morph.  The one exception to this rule occurs at the Grand Master 1 level. 
To obtain this level, a class D fish must be spawned and submitted on 2 separate occasions.  Points will be awarded both times.
For example; your discus spawn in July and August.  Both sets of fry are eligible for verification during the pursuit of the Grand Master 1 level (only)

The Breeder's Award Program was established to recognize member achievements in breeding various Cichlids. The BAP objectives are:

    To learn to breed Cichlids and further one's interest activity and knowledge in the hobby;
    To accumulate points at each level, as outlined below, and receive a plaque commemorating the achievement;
    To succeed in becoming a Master Breeder, as defined below, entitling the member to receive a lifetime membership in the GCCA.

Breeders Award Program Rules (1-9-2009 Update)

    Spawn and raise at least 5 fry to 60 days of age from the date of their becoming free swimming.
    Fry must be from breeders personal fish, not fish on loan from and still owned by another person.
    Credit will be given for spawning any species of fish only once and will not be given for spawning different color varieties of a species. For example, you many only submit one angelfish for BAP— Pterophyllum scalare— no matter how many variations you have spawned (marble, long fin, black, koi, etc.), thus tank-raised or line-bred or other non-natural variants are not accepted for additional BAP points.

    3a. Exceptions:
    Established location varieties that show clear physical differences (including color variations) will be accepted. For example, a participant may submit both Aulonocara stuartgranti "Ngara" and Aulonocara stuartgranti "Cobue". Acceptance of location varieties is at the discretion of the BAP Committee. Consult the BAP Chairman prior to working with a fish to ensure that it will be accepted.
    Spawning details must be recorded on a BAP "Breeder's Report" and must be turned in to the BAP Chairman before credit can be given.
    Five fry, properly bagged, must be donated to the GCCA mini-auction for each spawn. A member may choose up to two spawns during each calendar year when a donation will not be required.
    Only members in good standing, as defined by the Constitution, may enter and remain in the BAP.
    Only members of the GCCA Board and BAP Committee may verify spawnings. Transfer points are acceptable only if the verifying board or committee member serves either capacity in the other club.

Experiment Procedure

    Submit detailed experiment proposal to BAP Committee member. The BAP Committee will meet to consider the proposal.
    After receiving BAP Committee approval, perform the experiment while recording the details in an experiment notebook.
    Submit a copy of the experiment notebook and an article suitable for publication summarizing the procedure, explaining the results and noting the significance.
    BAP Committee members must make periodic examinations of the set-up and progress of the experiment.
    The experiment must involve several spawnings of multiple pairs and span three generations.
    Except in special circumstances, the experiment should not duplicate results reported previously.
    Examples of BAP experiments include: satisfying Smithsonian Institute requirements for establishment of a new hybrid as a separate species; determining a genetic mapping of various characteristics of a species; or determining the effects of different environmental factors on the general health, breeding activities and offspring of a species.
