I heard it on NPR.  If you have money you can drill a well and have as much water as you want.  If you're poor you shower once a week and use the dirty shower water to flush the toilet.  Lovely.....

I heard it on the BBC a couple of weeks ago.  Seems it's been an on-going problem of mismanagement.....
