It all started with the Army wanting a way to talk to research centers easily and quickly. I did a study of the transmission protocols a couple years later, fascinating stuff. There was a guy named John Postel at one of the universities that was one of the developers.
I have no idea why I remember that name. ARPA added a D and became DARPA shortly after.
That's a very cool diagram, especially since it show what kind of "iron" they had running at each location.
