I was checking out an ad for this stuff a while back, but never got any.
I would call it a UV activated glue.
I would test it before using on anything in contact with fish water. It should have a solution of un-polymerized monomers that get joined together when activated by the UV light. Not all of the monomers are likely to be reacted, leaving some unreacted monomers. These might create problems in fish water.
