I wonder if you combined that with a zero interest loan for installation, to be paid back over time by sending excess power back into the grid? I think they did something like that in Germany, and if you look in google earth there are a lot of solar panels there. It would create jobs too.
This Old House did something like that a couple of years ago on one of their projects.
