Snow?  I've seen it here a few times.  Once, maybe 20 years ago it stayed on the ground for almost a week :o

In saying who gets the first snow are you talking about who's state or city? I'll bet on Washington with Mt Rainier, Mt St Helens, or Mt Adams.
